Distribution list has two arrays of members stored inside property "Members" and property "OneOfMembers". If you add contact from GAL (Global Address Book) to distribution list then value is readable from Members property. Users from GAL are real Windows accounts and when you decode value from Members property then you will get readable value. If you add contact created with Outlook or with our API (these contacts are usually in Contacts folder) then their value inside "Members" property is not readable because they are not value like "/cn=John", but they have readable value inside property "OneOfMembers".
